Hong Kong Police and Motorola Partner to Launch Phase One of Command and Control Communications System


Motorola's Digitally-Based System to Help Police Deploy Manpower and Resources more Effectively to Protect the Community

Hong Kong, 9 Dec. 2004 - Motorola (NYSE:MOT), a global leader in delivering integrated radio communications and information solutions to police forces around the world, today announced the official launch of Phase One of the Hong Kong Police Department's third generation Command and Control Communications System (CC3). Beginning Dec. 9, the New Territories Regions will be the first in Hong Kong to adopt an Internet Protocol (IP) TETRA-based digital communications system. The other police regions will integrate and adopt CC3 in two additional orderly installments.

CC3 will become fully operational by 2006, launching in three phases with Phase Two introduced in Hong Kong Island Region in May 2005 and Phase Three to be operational in Kowloon East and West Regions in January 2006.

Today's launch puts officers in the New Territories at the forefront of police communications in Asia-Pacific. When fully operational, Motorola's integrated command and control communications system will consist of five components:
  • A digital trunked radio communications system with voice and data capabilities
  • 999 emergency telephone system with automatic emergency caller number and location identification capability
  • A mobile computing system allowing officers to access necessary information from their radio handsets and/or mobile data terminals; and
  • Automatic vehicle location system (AVLS) that will allow dispatchers to better allocate resources to attend emergency incidents as well as a Geographic Information System (GIS) that will allow the emergency call takers and dispatchers to more quickly and accurately identify the location of emergency incidents and police resources
  • Third generation command & control computer system (CACCS 3) that provides high performance, reliable incident handling and dispatching functions, and gateway connection to a number of databases
Additionally, an IP-based TETRA system will provide a fast and reliable call set up over a very wide area, with more reliable routing capabilities. It also enables good voice quality by prioritizing voice packets and allows various types of data to be carried in the same IP manner.

CC3 represents the next step in an evolutionary partnership between the Hong Kong Police and Motorola. Motorola and Hong Kong Police have been working together since December 1988 when the company was awarded the second-generation command and control communications system. That system became operational in 1991 and remains in place in the regions while still awaiting the phasing in of CC3.
